Australian Defence Force awards multi-million dollar contract to Mincom

BRISBANE, Australia, 1 February 2010 — Mincom, a leading global provider of software solutions and services for asset-intensive industries, today announced a significant new contract with the Australian Defence Force (ADF) for the design and implementation planning stage of Joint Project 2077 2B.2 (JP2077), a multi-phased plan designed to improve military logistics across the entire ADF organisation. Targeted for completion in the first half of 2011, JP2077 Phase 2B.2 will provide the ADF with greater visibility across its entire supply chain, specifically to manage logistics surrounding the remote deployment of Australian troops worldwide.

“There is no room for error when it comes to military logistics,” said Bruce Jacquemard, EVP and GM, Defense at Mincom. “With the completion of Phase 2B.2, the ADF will ensure it has the right materials, resources, people and support, in the right place at the right time, to boost operational effectiveness in remote locations where troops are deployed.”

Mincom had previously been awarded Phase 2B.1 of JP2077 to provide the world’s first fully deployable, fully integrated, tri-services military logistics solution. This included the delivery of the Military Integrated Logistics Information System (MILIS), which provides the foundation for integrated financials, inventory, maintenance/asset management and distribution throughout the ADF. Having successfully completed functional testing, Phase 2B.1 is scheduled to go live in July, 2010.

“As the prime contractor for the ADF’s highly strategic logistics and sustainment platform, it is important that Mincom continues to develop solutions that bring new functionality to the ADF,” said Jacquemard. “Building on the capabilities that exist in MILIS in JP2077 2B.1 in Australia, and making them available in forward-operating locations, provides significant benefit for the ADF as it will provide unprecedented visibility across the ADF’s supply chain.”

In Phase 2B.2 of the joint project, Mincom will enable the ADF to achieve greater visibility into assets, accountability and compliance across its entire supply chain by leveraging the functionality to be delivered in Phase 2B.1 for use in locations where Australian troops are deployed.

The ADF will run on a deployable logistics system that integrates ‘in transit’ functionality to its core Mincom Ellipse system upon completion of Phase 2B.2. This will enable the system to operate seamlessly and with intermittent communications to the logistics mainframe in support of the ADF’s missions, from mobilisation to redeployment home.

Phase 2B.2 will be comprised of two key deliverables:
- A deployable logistics system, which extends functionality of the core logistics system and incorporates the ability to conduct all necessary types of transactions – including supply, maintenance, technical and finance – by logistics personnel, either operating in static pre-deployment mode or in forward operating locations.

- Integrated in-transit visibility (IITV), which integrates the movements and transport elements of in-transit visibility technologies – including demand management, warehousing, contracts management, freight purchasing, supply customer accounts, discrepancy management, customs processing and financial accounting – into the overall logistics process, providing a common system to track and monitor the status of in-transit material for use by the ADF in barracks and in deployment.

Concludes Jacquemard, “The long-standing partnership between the ADF and Mincom has been tremendously successful, and will serve to significantly revolutionize the application of military logistics for all services within the Australian defence infrastructure. Upon its completion, we feel it will serve as a global best-practices model that countless other defense organizations around the world can adopt.”
